What is OASIS+?

Agencies use it to buy services across a range of domains, and qualification is based on demonstrated capability — your qualifying projects, federal experience, and certifications — rather than a lowest-price bid.

How is an OASIS+ offer scored?

Qualification is self-scored against GSA's Domain Qualifications Matrix and Scorecards. You claim points for qualifying projects (up to five per domain), relevant federal experience, and specific systems and certifications. GSA then verifies the evidence behind the points you've claimed, so accurate, well-documented substantiation is essential.

We do work in several areas — which domains should we pursue?

That's the strategy question we answer first. Across the 13 domains, we map your past performance and NAICS codes to the domains where you both qualify and realistically win work, so you invest effort where it pays off rather than chasing every domain.

We missed the initial on-ramp. Can we still get on?

Yes. The OASIS+ solicitations are continuously open, so qualified firms can submit and on-ramp when their evidence is strongest. A readiness assessment first tells you whether to submit now or shore up your qualifying projects before you do.

Do you write the submission, or just review ours?

Both. We develop OASIS+ submissions end to end, and we also review and strengthen a submission your team has drafted — tightening the self-scoring, documentation, and compliance before it goes into the portal.

Can you handle a small-business or socioeconomic pool?

Yes. OASIS+ runs separate solicitations for the Unrestricted pool and for small-business and socioeconomic set-asides. We scope your submission to the pool and domains where your status and past performance give you the strongest position.
