Expert GSA Streamlined Offer Services
Getting on the GSA Schedule doesn’t have to be complicated.
For current MAS contractors approaching renewal, GSA’s Streamlined Offer process trims the paperwork and cuts review time dramatically. With Road Map Consulting’s expert guidance, you can secure your next schedule and keep your federal sales momentum without the usual red tape.
Who Qualifies for the Streamlined Process?
The streamlined path is for MAS contractors that are ready for a follow-on (renewal) contract, not for first-time applicants or for adding new SINs to an active schedule. To be eligible, you must meet all of the following:
- You already hold an active MAS (GSA Schedule) contract and are pursuing a second, “continuous” contract as the current 20-year term winds down.
- Same scope, same SINs. Your new offer must cover exactly the same Special Item Numbers (SINs) that are on your expiring contract.
- Consistent sales performance. You’ve met or exceeded GSA’s minimum sales requirement on the current contract (historically, at least $100,000 in reported sales per year for the past five years).
- Satisfactory past performance & compliance. No significant performance issues, overdue mass mods, or audit findings on your record.
- Financially healthy & up to date. Although the streamlined package drops items like detailed financials, GSA still expects you to be in good financial standing and current on contract administration tasks (e.g., sales reporting, IFF payments, mass-mod acceptance)
Don’t qualify yet? We can help you prepare for future eligibility or guide you through the standard GSA offer process.
Benefits of Using the Streamlined Offer Process
- Far fewer documents to prepare: GSA waives heavy-lift items such as the Readiness Assessment, financial statements, corporate and project-experience narratives, and past-performance questionnaires, so your proposal bundle is dramatically lighter than a standard new offer.
- Quicker contracting-officer review and award: With most of the analytical paperwork removed, COs can process a streamlined package in weeks instead of the many months a first-time MAS offer often takes. GSA expressly created the process to make the offer “less burdensome” while still meeting FAR requirements.
- No sales blackout—continuous contracts keep revenue flowing: The streamlined path lets you overlap the new contract with the expiring one, so existing BPAs and orders continue while new work flows to the fresh Schedule, avoiding any gap in service or income.
- Lower internal cost of compliance: Fewer forms and less back-and-forth means reduced legal, accounting, and proposal-management hours—direct savings called out by GSA and industry advisors as “less administrative overhead.”
- Rewards your proven track record: Eligibility is limited to contractors that have met MAS sales minimums, maintained satisfactory performance, and are proposing the same SINs, so the process leverages the reputation you’ve already built rather than asking you to re-prove it.
- A fresh 20-year Schedule term: Because the streamlined offer results in a brand-new MAS contract number—rather than merely extending the old one—you regain the full 20-year life span of the vehicle, giving you a long runway for future federal growth.
